The 19583 standard is a multipart technical report
that includes the following parts:

Usage
Purpose: Promote Technical Reports to help understand the
concepts and usage of Metadata, including
basic concepts, relationship to Registries, and relationship to
implementation usage including scenarios in
database and XML data implementations. Initial content for these
details will be from existing submissions
to WG2 and other sources like OMG, OASIS, Open Group, and
related standards, including Big Data,
Metadata Forums,
Technical Papers etc.
